The actual project

What the business needed, and what I delivered.

The business
A national education-monitoring operation collected performance indicators from distributed field teams. Reviews, returns, corrections, and approvals moved through spreadsheets and messages before central reporting.
The product mandate
Replace file-based coordination with one role-aware monitoring system that supported direct and calculated indicators, geographic visibility, staged approval, correction history, and central oversight.
My work
I ran discovery across field and central roles, mapped the submission lifecycle and role-by-geography permissions, defined numerator and denominator validation, and wrote the stories and acceptance behavior used for implementation and UAT.
Business effect
The product model centralized visibility across thousands of submissions and made the next responsible role explicit. The supplied source estimates 40–60% lower coordination delay; a measured cycle-time baseline is not yet available.

Act 2 / The model

The product was a coordination system, not a digital form.

Field teams entered data, reviewers interpreted it, approvers moved it forward, and central teams needed to understand performance across a distributed structure. A spreadsheet could hold the value but not its responsibility, history, or next action.

Calculated indicators created another layer of risk. Numerator and denominator rules, reporting period, geographic visibility, and approval state all had to remain understandable to non-technical users.

Model the lifecycle before the dashboard

The pressure. Teams could see values without agreeing on what reviewed, returned, or approved meant.

The move. Define the complete submission state model before designing summary views.

Consequence: Every dashboard signal could point to a clear state and next action.

Make visibility follow responsibility

The pressure. A national view was too broad for field users and local views were too narrow for oversight.

The move. Tie geographic visibility to the responsibility of each role.

Consequence: Field, reviewer, approver, and central teams received different decision views over one lifecycle.

Model calculated indicators deliberately

The pressure. A single-value form could accept numerically valid but conceptually impossible data.

The move. Give numerator, denominator, validation, and explanation distinct behavior.

Design the correction path

The pressure. Approval-only workflows hide the most common operational work: returns and corrections.

The move. Keep reason, owner, version, and next action visible through correction.

Consequence: An exception stayed inside the governed lifecycle instead of moving back to email.

My work turned interpretation into buildable behavior.

What I contributed

  • Facilitated operational and reporting discovery with field and central stakeholders.
  • Mapped role, geography, indicator structure, and approval dependencies.
  • Defined lifecycle states, calculated-indicator behavior, and role-aware dashboard requirements.
  • Converted workflows into stories, acceptance criteria, and backlog coverage.
  • Supported edge-case clarification and UAT readiness for non-technical users.

What remained outside my ownership

  • I did not own national policy, field operations, engineering implementation, or adoption.
  • The coordination-delay range remains an estimate until reporting-cycle timestamps provide a measured baseline.
